What level of qualifications is necessary if wanting to be involved in outdoor rock climbing/ abseiling?

Since “outdoor rock climbing” can be anywhere from “extraordinarly difficult” to “very easy and convenient”, it doesn’t take very much to at least begin climbing outdoors–if the climbing area is easy enough. You should have at least some experience in rock scrambling, as one would do to reach the summit of some crag or promontory–routes that are class 2, 3, or maybe even 4 (1 = trail, 2 = off-trail, 3 = hands on jumbled rocks, 4 = same as 3 but with potentially lethal danger, 5 = technical rock climbs). Once you have that, you definitely need training and experience with climbing gear. It’s best to have experienced instructors or climbers “show you the ropes” for the first few times out before attempting to do this on your own, or with other friends as inexperienced as you are. You only need to be physically fit and have a good pair of rock climbing shoes before you’re ready to try outdoor rock climbing with instructors or experienced climbers willing to introduce you to the sport. Many experienced climbers don’t mind doing that. I’ve introduced the sport to dozens of people in my time, mostly friends, but even strangers. I remember one time when there were a lot of onlookers as I was climbing with friends, and I shouted out, “does anybody want to try this?”, and some teenaged girl jumped up and said, “I wanna try it!” She had NEVER climbed in her life, and she lacked the proper footgear (all she had was sandals). Yet, in her bare feet, and in her first try, she actually nailed a 5.7 climb, up about 60 feet! Needless to say, she was fit. That’s the kind of qualifications you’d like to have.
